What is a BOA?
The BOA program, operated by the New York State Department of State (NYSDOS), provides municipalities and community-based organizations with the tools and structure needed to reactivate neighborhoods impacted by the existence of brownfields. Communities participating in the BOA program develop strategic plans. Goals often include identifying redevelopment priorities, renewing the community, and improving quality of life. Communities with a BOA Nomination have the option to request that the Secretary of State designate the BOA. A brownfield, as defined by the US Environmental Protection Agency (EPA) is “a property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.” These blighted properties are often abandoned or vacant and located in distressed communities.
About the BOA
Montgomery County, in partnership with the Villages of Fort Plain and Nelliston, is developing a Brownfield Opportunity Area (BOA) Plan with the New York State Department of State. The Villages of Fort Plain and Nelliston are connected by the River Street Bridge (NYS Route 80) and the study area is 1,642 acres. The proposed BOA contains approximately 20 potential brownfield sites and 12 priority sites located in the downtown centers of the two communities. The Plan will discuss how to reduce residential and commercial vacancy and identify of new housing and employment opportunities. The Villages of Fort Plain and Nelliston recently secured a U.S. Department of Agriculture (USDA) Rural Placemaking Innovation Challenge grant which included an active public engagement process that identified the redevelopment of brownfields as a top economic development opportunity. The BOA Nomination development process is being overseen by the Villages of Fort Plain and Nelliston, and the Montgomery County Business Development Center, along with the New York State Department of State and the Project Advisory Committee made up of local government officials and local stakeholders. The Consultant Team is led by Weston & Sampson, with assistance from Planning4Places, LLC and other sub consultants.
